Federal Programs

The Department of Housing and Urban Development (HUD) offers a variety of federal programs that may be able to help qualified buyers purchase a home.

FHA Loans for First-Time Homebuyers

Homeowner Voucher Program for public housing residents and other low-income, first-time homebuyer families that provides subsidies to use towards buying a home.

Section 184 Home Loan Guarantee Program: mortgage program specifically for Native American and Alaska Native families, Alaska Villages, Tribes, or Tribally Designated Housing Entities.

USDA Rural Development operates financial assistance programs for a variety of rural housing applications.

Washington State Programs

The State offers several homeowner assistance programs including specialized home loans and down payment assistance programs. Information can be found on Washington State Housing Fiance Commission website:


The WSHFC also administers the EnergySpark Program, which provides support for buyers who buy an energy efficient home or make upgrades to increase energy efficiency.

City of Seattle Programs

City of Seattle home ownership assistance:
Seattle partners with non-profits and lenders to provide home ownership opportunities in the City of Seattle. The Office of Housing provides down payment assistance to first-time homebuyers at or below 80% of area median income through partnerships with local nonprofits and lending institutions.

Non-Profit Organizations and Programs
in King County and Seattle:

Works to preserve and promote economically and culturally diverse communities through affordable home ownership, business development and community advocacy. 


Habitat for Humanity:
(also part of the State’s Opportunity down payment assistance loan program)
Constructs affordable homes, repairs homes for low-income people and seniors, operates discount home improvement stores.


Homestead Community Land Trust:
Permanently affordable homes that stabilize families, create jobs and strengthen community resilience. 


Parkview Services: 
Helps low to moderate income households with a member who has a disability to purchase their first home. 


Arch Housing:
The ARCH Ownership Housing Program is restricted priced homes located in market-rate housing developments. Pricing is governed by a Covenant Restricting Resale and Option to Purchase.
